Robert Martin President
/ Senior Instructor

Bob
is a retired Investigative Bureau Commander with 25 years of service
with the Lower Township, New Jersey Police Department. Bob, after
extensive training in interview/interrogation techniques attended the
National Training Center of Polygraph Science and was certified with
the highest class honors by Expert Polygraph Examiner and Instructor
Richard O. Arther, a stalwart in the Polygraph profession.
Subsequently,
Bob, later obtained certification in the operation of the Computer
Voice Stress Analyzer under the tutelage of, David A. Hughes, the Dean
of Voice Stress Analysis.
Bob
is a POST certified instructor in numerous basic and advanced law
enforcement disciplines since 1976. Since 1997, Bob has trained more
than 2000 individuals in the basic and advanced use and application of
the Voice Stress Analyzer. Bob also took part in the preparation of
training programs and wrote numerous articles for publications
concerning voice stress analysis and its use in the law enforcement
profession.
Bob's
expertise in interview, interrogation and pre-employment background
investigation have enabled him to provide training in those areas as
well as other law enforcement related topics for over 30 years. He
continues to provide courses of instruction at the Cape May County
Police Academy, New Jersey on a yearly basis. He has taught at many
Police Training Facilities around the United States and conducted a
training class in Kiev, Ukraine in 2005. Bob co-authored a true crime
book, The Thick Blue Line, which has been on the top seller list of
publish on demand books for more than one year.
Bob
has testified before local, county and state entities as to his
knowledge and expertise in the use and application of voice stress
analysis. Bob continues to provide instruction and consultation to the
members of the law enforcement community.

David A. Hughes
Training Director Instructor

David is a retired Captain
of Police and Chief of Detectives with 27 years of service with the
West Palm Beach, Florida Police Department. During his
tenure, David attended the Police Academy Polygraph School (1977) and a
private accredited Polygraph school, the International School of Lie
Detection and Interrogation, in 1978. Licensed by the State
of Florida, he conducted both law enforcement and civilian
examinations. In March of 1993, David attended the Certified Examiners
Course for the Computer Voice Stress Analyzer.
David is uniquely qualified
to administer detection of deception examinations using the polygraph
and voice stress analyzer. With a myriad of experiences in
examining every manner of civil and criminal case coupled with his
practical experience in working cases and courtroom testimony.
David’s nearly 12 years
with the National Institute for Truth Verification, functioning as the
Executive Director, developed expertise and knowledge to consult,
create training for the NITV instructors and serve as the mentor for
all instructional phases of the voice stress profession. David has been
able to meet the most discriminating needs of all voice stress
examiners while gaining recognition from his peers as the "Dean of
Voice Stress."
David testified before many
legislative bodies in various states, lectured and was recognized as an
authority in several states as well as the Pentagon.

Larry Rice
Military/Cultural Advisor Instructor

Larry
is a retired Chief Warrant Officer with the United States Army CID. He
has 24 plus years of honorable military service and experience, with 17
of these years dedicated specifically to sworn law enforcement,
counterintelligence operations, human intelligence collection, and
force protection.
He is
a combat veteran of Desert Shield / Storm ( Iraq), and participated in
support operations for Joint Endeavor ( Bosnia) prior to his military retirement.
As a Government contractor Larry has continued to serve his country by
participating in military operations in both Afghanistan and Iraq.
Larry
was one of the first Strategic Debriefers at Guantanamo Bay, Cuba to be
trained in the use of Voice Stress Analysis (VSA). He later attended
advanced VSA training and soon became the lead VSA examiner for the
debriefing effort. While assisting with the debriefing effort in
Afghanistan, Larry conducted numerous VSA exams on known and suspected
Al Qaida and Taliban fighters. The most noteworthy being on
the
Taliban leader responsible for initiating the ambush wherein former NFL
Star Pat Tillman lost his life. Larry’s efforts ensured the continual
confinement of this individual, who prior to his exam was being
considered for release.
Larry brings
to ILETS over 15 years of experience as an instructor providing
classroom and field instruction to both military and civilian
audiences. Larry’s most recent assignments have been with the U.S.
Military where he was responsible for coordinating and conducting
intelligence seminars for Senior Foreign Intelligence Officers, and
later with the Iraq Military Intelligence Academy where he was
responsible for the training of Counterintelligence Officers.

Glenn Foster, M.A.
Instructor

D.
Glenn Foster is a former Atlanta Police Officer and Polygraph
Examiner. He is an internationally recognized interview and
interrogation specialist, who with Frederick C. Link a U.S. Army Chief
Warrant Officer with the DoD Polygraph Institute, in 1977 developed the
highly regarded Kinesic Interview & Interrogation Technique now
used by investigative agencies around the world. Glenn and Frederick
later co-authored the Kinesic Interview Technique manual which was the
first book of its type to use behavioral analysis in the interview and
interrogation process. Glenn's Kinesic interview techniques have become
so popular they have been adopted and utilized by law enforcement
instructors like Stan Walters, who is also known as the “Lie Guy.”
Since
1977 Glenn has been instructing Federal, State and local law
enforcement bodies. He served as a guest lecturer for over
seven
years at the Federal Law Enforcement Training Center (FLETC),
instructing for the United States State Department and the Bureau of
Alcohol, Tobacco & Firearms. He has instructed for
the FBI
and the United States Army counter-intelligence schools as well as
conducting training for U.S. Postal Service inspectors and local police
authorities throughout the United States.
Glenn
has also addressed professional bodies of judges, trial attorneys,
psychiatrists, and psychologists. He has lectured in Europe
on
behavioral analysis and taught interview and interrogations techniques
in South America and Canada.
Glenn
is the co-author of the bestselling book "How Can I Get Through To
You?" translations of which have enhanced his reputation in Europe and
Asia.
Glenn’s
ever-popular teaching style ensures he is in constant demand on the
lecture circuit while continuing to work cold case homicides throughout
the United States for Federal and State agencies.

William Engelman

Bill
is a retired Deputy Sheriff with 25 years of service with the Hamilton
County Sheriff’s Office, Cincinnati, Ohio. He retired as the
Commander of Internal Affairs Unit after having been assigned to
Homicide, the Juvenile Squad and the Regional Enforcement Narcotics
Unit. After obtaining the rank of Detective, Bill attended Keeler
Polygraph Institute in Chicago, IL and was certified by Leonard
Harrelson Jr, a stalwart in the Polygraph profession in 1988.
Subsequently,
in 1994 he obtained certification in the operation of the Computer
Voice Stress Analyzer. Since 1998, Bill has trained more than
2000 individuals in the basic and advanced use and application of the
Voice Stress Analyzer. Bill has also conducted VSA training in the
Middle East for US Military personnel.
He is a POST and OPOTA
certified instructor in numerous basic and
advanced law enforcement disciplines since 1977. Bill’s
expertise
in interview, interrogation, pre-employment background and Internal
Affairs investigations have enabled him to provide training in those
areas as well as other law enforcement related topics for over 30
years.
Bill completed a two
year assignment at the infamous Camp Delta, Guantanamo Bay, Cuba as the
Voice Stress Analysis, Subject Matter Expert and Senior Intelligence
Analyst.
He has testified before
local, county and state entities as to his knowledge and expertise in
the use and application of voice stress analysis. Bill continues to
provide instruction and consultation to the members of the law
enforcement community. Bill is a Charter Member and former
Vice-president of the Midwest Association of Certified Voice Stress
Analysts.
